The general duties of the Board of
Commissioners are:
- • To enact resolutions and ordinances for the
general health, safety and welfare of the citizens of
Richland County.
- • To plan for future public needs.
- • To provide necessary services to safeguard the
well-being and safety of the citizens.
The Richland County Recreation Commission Board of
Commissioners has a seven member board who serve a term of four years and are elected on staggered terms. Officers are elected annually. The Richland County Recreation Commission Board of
Commissioners holds regular meetings each month on
the third Monday at 6:00 pm. Special Called Meetings are
held when necessary. The public is invited to attend
these meetings which are held at the Adult Activity Center, 7494 Parklane Road, Columbia, SC.

J. Marie Green, Chair
Mrs. Green is a graduate of Columbia College, with a Master’s Degree in Social Work from the University of South Carolina. She is currently Director of Social Work for the Eastover Branch of the Richland Primary Health Care Association.
Rev. Charles Epps, Vice Chair
Rev. Charles Epps has served on the Board since 2003. He served as Chair July 2007-July 2008. Rev. Epps is retired from the South Carolina Department of Social Services. He has also served as pastor of the Haskell Heights Progressive Baptist Church for 20 years. Rev. Epps cares deeply about the youth and children of our community. He has coached many youth sports and is a black belt in martial arts.
G. Todd Weiss, Secretary
Mr. G. Todd Weiss was confirmed to the Board in February 2009. He and his wife, Heather along with their two children Sam (2) and Kate (4) live in Northeast Columbia. Mr. Weiss is a graduate of Richland Northeast High School and the University of South Carolina. Mr. Weiss currently serves on the Richland School District Two Education Foundation Board as a member but was Treasurer for two years and President for two years. Mr. Weiss is actively involved in his temple, the Tree of Life Congregation. Mr. Weiss works for CMC Rebar Carolinas in sales, selling rebar to general contractors and the construction industry in South Carolina, North Carolina, and Georgia. Mr. Weiss says his favorite role in life, first and foremost in his life is being a father to his children and in all of his “spare” time, he loves to learn all about life (again) through the eyes of his children.
Weston A. Furgess, Jr., Commissioner
Mr. Furgess is a native of Columbia, South Carolina. He is a graduate of C.A. Johnson High School and attended Allen University. He has been married to the former Deloris Waiters for the past forty-four years, and together they are the proud parents of two daughters and have five grandchildren; and one great-grandchild.
After retiring from the SC Department of Agriculture in 2001, Mr. Furgess has remained very active in the community. In addition to him serving as a member of the Richland One Community Coalition (ROCC) Executive Steering Committee, he also continues to volunteer in local elementary schools to support the role of the school and the parents working together to educate and train our children.
Mr. Furgess served as the Vice Chairman and Chairman of the Board of Directors for the Lexington/Richland Alcohol and Drug Abuse Council (LRADAC) after being a member of the board for many years. He is the current Chair of the Mid-Carolina Association for LRADAC and a former member of the Richland County Planning Commission. On March 26, 2009 Mr. Furgess was awarded the Individual/Community Award by ROCC for his consistent work to reduce underage drinking access to alcohol, tobacco and other drugs in the Richland One Community. On February 23, 2010, LRADAC named its Adolescent Service Waiting Room the Weston A. Furgess, Jr. Waiting Room in his honor.
Wilbert Lewis, Commissioner
Wilbert Lewis has served on the Board since 2007. Mr. Lewis is the Director of Community Resource Development for the South Carolina Department of Social Services and he is also an Adjunct professor at Columbia College, where he teaches Social Work. Mr. Lewis is an active member in the Pine Grove Community.
George Martin, Commissioner
Mr. George Martin was appointed to the Board in February 2008. Mr. Martin worked in Richland School District One at the Olympia School for 37 years. He saw the school go from a high school to a middle school and then to a special needs school. Mr. Martin coached football, was a teacher and later in his career became principal. Mr. Martin lives in Hopkins on a farm, with his wife, Thelma. He raises cattle and grows hay. They have two children, Debbie and Marty, who was killed in a helicopter crash while serving in the US Military in 2001 and three grandchildren.
Barbara Mickens, Commissioner
Ms. Barbara Mickens is retired from Fairfield County after working there for 34 years. She has many goals for her tenure as a Commissioner; working better with County Council, developing more programs that can sustain themselves and having the public become more involved.
