Richland County Recreation Commission – Brief History
Parks, open spaces, recreation programs and facilities create healthy communities, reduce crime, attract business, raise economic levels, increase real estate and property values, and encourage tourism. The Richland County Recreation Commission proudly reflects and celebrates fifty years of serving the citizens and communities of the South Carolina Midlands.The Richland County Recreation Commission was created by an act of the South Carolina legislature in 1960.

Legislation, enacted by the General Assembly of the State of South Carolina in 1960, set the stage for the establishment of the Rural Recreation Commission in 1961. That legislation called for the Rural Recreation District of Richland County to be governed by a five member Commission to be appointed by the Governor. The District was defined as and comprised the entire territory of Richland County not incorporated within the city limits of Columbia.
In May 1967, legislators modified the 1960 legislation to provide for two additional Commission members. That same year, the first recreation Superintendent and administrative staff were hired. Under the supervision of Commission Chairman Mr. Tom Linton, RCRC began offering recreation to the unincorporated portions of the county.
In June 1969, the term "rural" was deleted and the present names, the Richland County Recreation District and the Richland County Recreation Commission, were adopted.
Mr. Linton served as Chair of the Commission for 38 years. He led the Commission to exceed recreational programming standards.
Over the years, the Richland County Recreation Commission has been awarded many honors and been recognized for excellence. RCRC was named several times as a finalist for the National Recreation and Park Association’s (NRPA) Gold Medal Award of Excellence. In October 2006, RCRC became the first and only recreation agency in the state of South Carolina to become accredited by the Commission for Accreditation of Recreation and Park Agencies (CAPRA). Through compliance with the standards of excellence, CAPRA accreditation assures policy makers, agency staff, and the general public and tax payers that an accredited park and recreation agency has been independently evaluated against established benchmarks as delivering a high level of quality. CAPRA accreditation is a quality assurance and quality improvement process demonstrating an agency’s commitment to its employees, volunteers, patrons and community. In 2011, RCRC will go through the rigorous process of re-certification.
More recently, RCRC was named Agency of the Year by the South Carolina Recreation and Park Association (SCRPA) in 2008 and the agency continues the long tradition of excellence in the field of parks and recreation.
Over the past 50 years, RCRC has developed 41 facilities to include parks, community centers, recreational centers, pools, a public golf course, adult activity centers, and a technology center. There are classes, programs, activities, sports leagues, camps for all ages and abilities.
