RCRC remains Nationally Accredited
Columbia,
S.C. (November 9, 2011) – In 2006, the Richland County
Recreation Commission (RCRC) became the first and only recreation
agency in South Carolina to be nationally accredited by the
Commission of Accreditation for Park and Recreation Agencies
(CAPRA). On Thursday, November 3, 2011, CAPRA officially reaccredited
RCRC during the National Recreation and Park Association (NRPA)
Congress and Exposition, which was held in Atlanta, Georgia.
RCRC is one of only 104 accredited Parks and Recreation agencies
in the United States and is still the only nationally accredited
agency in South Carolina.
“I am very proud of the staff who led us through
this process once again,” said Commission Chair J. Marie Green.
“This recognition helps to validate that RCRC provides a high
level of recreation services and programming for the residents
of Richland County.”
CAPRA accreditation is the only national accreditation
for park and recreation agencies. The process of obtaining
and maintaining accreditation is a rigorous and multi-year
process and is valid for five years. CAPRA is comprised of
10 major categories: Agency Authority, Role and
Responsibility; Planning; Organization and Administration;
Human Resources; Financial Management; Program and Service
Management; Facility and Land Use Management; Safety and Security;
Risk Management and Evaluation and Research. Within these
categories are 144 standards of which an agency must meet
100% of 36 fundamental standards and 85% of the remaining
108 standards. RCRC met 100% of the fundamental standards
and 96% of the remaining standards.
In the report developed by the CAPRA Visitation
Team, one team member stated that “the level of professionalism
and diversity in backgrounds that lead this agency is impressive
and is paramount in the success they are achieving today and
in the future.”

As recently as a decade ago, some people in the Pine Grove community were in favor of tearing down the old, wooden community center.
Its roof and windows leaked. The floor sagged and was covered with old tiles laced with asbestos, making repairs dangerous and expensive. Some nearby residents pleaded with the Richland County Recreation Commission to tear the old building down and build a modern community center.
“We asked for it to be destroyed because it was old and raggedy and we could not keep it up,” Georgella Foust said. “We didn’t know what we had.”
When the Pine Grove School opened in 1923, it was a step up from the wooden structure next to Pine Grove A.M.E. Church that had previously served as the school for black children in the neighborhood.
The new Pine Grove School was built with money from the Rosenwald Fund, a philanthropic foundation that provided grants for the construction of close to 5,000 rural schools for black children in the South in the 1920s and 1930s.
The Richland County Recreation Commission is pleased to announce that our agency was the recipient of a very special grant that helps to support our agency’s recycling efforts.
The Richland County Recreation Commission believes in the importance of recognizing employees and local partnerships and every year during the South Carolina Park and Recreation Association’s (SCRPA) Annual Conference, awards are given to recognize special achievements of park and recreation professionals, as well as local partnerships. On Monday, September 12, during the SCRPA’s Awards luncheon, two individuals were recognized for their outstanding work in the field of recreation.
